美国在世界贸易组织改革中的矛盾性地位评析——基于地位信号的理论视角 被引量:1

摘要 在百年未有之大变局的背景下,世界贸易组织(WTO)多边体制面临着巨大的挑战,改革已是大势所趋。特朗普政府上台后迟迟未能提出清晰的改革方案,并且对改革的态度前后矛盾,令人困惑。本文通过国际关系中的地位信号理论视角探寻特朗普政府对不同观众群体的"倾向性叙述"策略,试图揭示其在WTO政策背后的真实意图。通过将美国塑造为全球贸易新秩序的"领导者"和原有多边体制的"受害者",特朗普政府时而引领全球自由开放的贸易、展现出高调的国际姿态,时而又强调公平贸易、展现出美国低调的国际处境。然而,打破原有的多边经贸体制也必然导致美国与新兴经济体各国同时面临国际地位的困境。未来的WTO改革,绝不能放弃多边主义体制的包容性优势,必须要对发展中国家的地位和相关利益给予应有的尊重。 Against the background of unprecedented global changes unseen in a century, the WTO multilateral system is facing huge challenges and its reform has become the trend of the times. The Trump administration has been slow to come up with a clear plan for reform and has been ambivalent about it. This paper explores the Trump administration’s strategy of "propensity narratives" towards different audience groups through the lens of status signaling theory in international relations in an attempt to reveal its true intentions behind its WTO policies.By portraying as the leader of the new global trade order and a victim of the old multilateral system, the Trump administration has placated domestic groups who have been hurt by globalization while defending US’s economic dominance in the world. However, breaking the WTO’s original multilateral system will inevitably make the US and emerging market countries face a status dilemma.We must not give up the advantages of inclusiveness of the multilateralist system in the WTO reform in the future. The status and associated interest of developing countries must be given due respect.
