摘要
浙江省水利系统坚持以习近平总书记“节水优先、空间均衡、系统治理、两手发力”治水思路为引领,依靠政府和市场“两只手”协同发力,不断完善多元化投入机制,水利投融资改革成效明显。对照推动新阶段水利高质量发展要求,以水利部关于“两手发力”工作部署为指导,总结了浙江省水利“两手发力”的具体实践。
The water conservancy system in Zhejiang Province has always been following the guide by General Secretary Xi Jinping’s water governance concept of “prioritizing water conservation, balancing spatial distribution, taking systematic approaches, and giving full play to the roles of both government and market.” Relying on the coordination of government and market, Zhejiang Province keeps improving a diverse input mechanism, with prominent results of reform in water conservancy investment and financing. In line with the high-quality requirement of water conservancy in the new stage, this paper follows the guide by the Ministry of Water Resources’ work plan on “giving full play to the roles of both government and market, ” and sums up Zhejiang Province’s specific water conservancy practices in “giving full play to the roles of both government and market.”
