摘要
第七届国际成人教育大会于2022年6月在马拉喀什召开,会议发布的《成人学习和教育全球报告(五)》(GRALE5)和《马拉喀什行动框架》(MFA)监测评估和总结回顾了自2009年在贝伦召开第六届国际成人教育大会特别是2018年以来全球成人学习和教育的主要进展:成人学习和教育政策从囿于局部转为覆盖全域,成人学习和教育治理从“命令控制”走向合作共治,成人学习和教育筹资从单一主体迈向多元投入,成人学习和教育参与惠及更广泛的学习者,成人学习和教育质量关键指标进步显著,公民教育逐步脱离成人学习和教育“洼地”。但毋庸讳言,全球成人学习和教育也面临多重挑战:最需要成人学习和教育的群体却参与偏少,成人学习和教育经费投入远低于必要水平,成人学习和教育的人文性彰显不足,成人学习和教育监测评估薄弱。依据MFA确立的行动框架,未来各国和相关国际组织需着力扩大弱势群体参与成人学习和教育的机会,增加成人学习和教育资金投入,拓展成人学习和教育领域,定期监测成人学习和教育进展。
The Seventh International Conference on Adult Education was held in Marrakech in June 2022.The 5th Global Report on Adult Learning and Education(GRALE5)and the Marrakech Framework for Action(MFA)released by the conference monitored and evaluated the main progress of global adult learning and education since the Sixth International Conference on Adult Education held in Belém in 2009,especially since 2018.Adult learning and education policies have changed from being localized to covering all areas,adult learning and education governance has shifted from“command and control”to cooperative governance,adult learning and education financing moves from a single entity to multiple inputs,adult learning and education participation has reached a wider range of learners,significant progress has been made in key indicators of adult learning and education quality,and citizenship education has gradually separated from the“depression”of adult learning and education.But needless to say,the global adult learning and education are also facing multiple challenges:the groups most in need of adult learning and education are less involved,the investment in adult learning and education is far below the necessary level,the humanity of adult learning and education is insufficient,and the monitoring and evaluation of adult learning and education is weak.According to the framework for action established by MFA,in the future,countries and relevant international organizations need to expand opportunities for vulnerable groups to participate in adult learning and education,focus on increasing investment in adult learning and education,expanding the field of adult learning and education,and regularly monitoring the progress of adult learning and education.
