摘要
目的分析2018—2021年闵行区卫生监督控烟投诉举报资料,了解《上海市公共场所控制吸烟条例》(以下简称“《控烟条例》”)修订后控烟投诉举报诉求的特点和调查处理的难点,提出相应监管策略。方法对控烟投诉举报文本数据资料进行统一格式的整理,运用R编程语言及其相关分析工具包对控烟投诉举报的文本内容进行分析。结果控烟投诉举报最主要的来源是12345热线,占97.11%;11月、12月和1月的控烟投诉举报较多。工作场所是控烟投诉举报最多的场所,违法吸烟行为高发的点位集中在卫生间、楼道、走廊。控烟投诉举报的查实率(14.82%)较低,尤其是商业场所(10.44%)、工作场所(14.92%)及居民居住地(15.19%)。查实的投诉举报中,有44.82%进行了行政处罚、32.93%要求责令整改。结论《控烟条例》修订后,工作场所成为控烟投诉举报最多的场所,且违法吸烟行为的高发点位集中在卫生间、楼道、走廊。需要多渠道加强控烟执法的力度,提升执法效果。
Objective To analyze the complaint and report materials of health supervision and tobacco control in Minhang District from 2018 to 2021,understand the characteristics of the complaint and report appeal of tobacco control after the revision of the Regulation on Tobacco Control and the difficulties in investigation and handling,and propose corresponding regulatory strategies.Methods The data of tobacco control complaints and reports were sorted out in a unified format,and the contents of tobacco control complaints and reports were analyzed with R programming language and its related analysis tool kit.Results The 12345 hotline was the main source of tobacco complaints,accounting for 97.11%.There were many complaints about tobacco control in November,December and January.The workplace is the place with the most complaints and reports on tobacco control,and the sites with high incidence of illegal smoking are concentrated in toilets,corridors and corridors.The verification rate of tobacco control complaints(14.82%)was low,especially in commercial places(10.44%),workplaces(14.92%)and residential areas(15.19%).44.82%of the verified complaints were subject to administrative punishment,and 32.93%required rectification.Conclusion After the revision of the Regulation on Tobacco Control,workplaces have become the places with the most complaints and reports on tobacco control,and the high incidence of illegal smoking is concentrated in toilets,corridors and corridors.It is necessary to strengthen the law enforcement of tobacco control through multiple channels to improve the law enforcement effect.
