摘要
建设决策科学化、治理精细化、服务高效化的数字政府是我国政府实现数字化转型、提升治理能力和治理效能的必由之路和时代命题。当前,我国数字政府建设在顶层设计、技术应用和服务保障方面有所欠缺。解决这些问题,可从宏观、中观、微观三个维度入手。就宏观层面而言,应明确构建数字政府的战略目标,实现社会治理的全过程人民民主;就中观层面而言,应强化公众参与和部门协同,充分发挥各治理主体的积极性和创造性,实现政府职能的切实转变;就微观层面而言,应探索数字信息在政府治理中的重要实践价值,同时加强数据安全保护,为提升政府治理能力提供有效保障。
Building a digital government with scientific decision-making,refined governance and efficient services is the only way and era proposition for our government to achieve digital transformation,improve governance capability and governance efficiency.At present,China's digital government construction lacks in top-level design,technology application and service guarantee.To solve these problems,we can start from the macro,meso and micro dimensions.At the macro level,the strategic goal of building a digital government should be clearly defined to achieve people's democracy in the whole process of social governance.At the medium level,we should strengthen public participation and departmental coordination,give full play to the enthusiasm and creativity of all governance subjects,and realize the transformation and upgrading of government functions.At the micro level,we should explore the important practical value of digital information in government governance,and at the same time strengthen data security protection to provide effective protection for improving government governance capabilities.
