摘要
国家安全是保障国家治理现代化和实现高质量发展的重要支撑。面对日益复杂的安全环境,国家安全的系统工程要从多个维度协同发力,其中构建人人有责、人人尽责、人人享有的社会治理共同体是国家安全的社会基础。构建社会治理共同体要充分发挥党建引领的政治保证作用,为自下而上的国家安全治理体系夯实方向指引、活力之基、稳定之源;构建社会治理共同体要着力突出人民群众的参与,这是中国共产党成立以来积累的宝贵经验,也是新时代社会治理坚持的基本方略;构建社会治理共同体要依靠专业社会组织的全过程嵌入,实现精细化治理;构建社会治理共同体需要现代信息技术的支持,其有助于及时发现安全风险点,提升社会治理效率。总的来看,新时代的社会治理共同体实现了讲求合作的“协同治理”、讲求高效的“敏捷治理”以及讲求覆盖全局的“整体性治理”。在“三治”合一中,社会治理共同体得以构建,也为国家安全夯实社会基础。
National security is the bedrock of the modernization of national governance and the highquality development.Based on current complex security environment,the systematic engineering of national security should be enhanced by diverse aspects.A community of social governance in which everyone fulfills their responsibilities and shares in the benefits is the social base of national security.Firstly,Party-leading is a political insurance for establishing the community of social governance.This forms the direction,vitality and stability for the national security system.Secondly,the establishment of a community of social governance ought to focus on public engagement.This is a valuable experience summarized by the Communist Party of China,and a fundamental strategy of social governance in the new era.Thirdly,a community of social governance is also dependent upon the whole-process embeddedness of social organizations,aiming to achieve the targeted governance.Fourthly,modern information technologies play the important role in a community of social governance,which can assist to find the risk and improve the effectiveness of social governance.In sum,the concept of community of social governance integrates the values of collaborative governance,agile governance and integrated governance.In this way,a community of social governance can be built,and the social base of national security is enhanced spontaneously.
