摘要
基层数字政府改革是全面数字化转型在基层治理领域的创新实践,呈现从技术赋能到结构重塑、制度创新的内在逻辑。我国基层数字政府改革面临“技术嵌入性困境”,缺乏整体统筹规划,数字化改革效能难发挥;数据治理体系未建立,部门间协作存在障碍;线上线下业务未融合,数字服务质量需提升;基层干部数字素养不高,数字治理能力较弱。究其原因在于技术嵌入与传统组织结构、制度安排的非适配性,受传统行政体制掣肘,数字治理机构设置不完备;政策法规制度不健全,创新应用缺乏明确依据;基层资源禀赋不同,财政资金投入难以全覆盖;政企协作机制缺失,技术供给与需求间不匹配。未来改革须遵循数字化转型方法,从组织、制度、场景、能力四个维度着力,优化数字政府组织架构,健全改革配套制度规则;推动建设运营有机衔接,完善基层数据治理体系;构建明晰化的权责体系,拓展多跨协同应用场景;提升干部数字技能素养,增强基层数字治理能力。
The grassroots digital government reform is an innovative practice of comprehensive digital transformation in the field of grassroots governance,which shows the internal logic from technology empowerment to structural remodeling and institutional innovation.At present,the reform of digital government at grassroots level is faced with“technology embeddedness dilemma”,lack of overall planning,the digital reform efficiency is difficult to bring into play;the data governance system is not established,and there are obstacles in inter-departmental collaboration;online and offline business is not integrated,and digital service quality needs to be improved;grassroots cadre digital literacy is not high,digital management ability is weak.The reason is that technology embedment is not compatible with traditional organizational structure and institutional arrangement.Hampered by traditional administrative system,digital management organization is not complete;the policies and regulations are not perfect,and the application of innovation lacks clear basis;because of the different resource endowments at the grassroots level,it is difficult for the government to fully cover them.Lack of government-enterprise cooperation mechanism,technology supply and demand mismatch.The future reform must follow the methodology of digital transformation and focus on optimizing the organizational structure of digital government from the four dimensions of organization,system,scene and ability,and improve the supporting institutional rules for reform.We will promote the organic connection between construction and operation,and improve the grassroots data management system;construct a clear system of rights and responsibilities and expand multi-cross collaborative application scenarios;improve the digital skills and literacy of officials and enhance the digital governance ability of grassroots communities.
