The construction of specialty groups is an important factor affecting the high-quality development of higher vocational education in China, and to a certain extent leads the direction of the reform and development of higher vocational colleges. The policy evolution of specialty group construction has gone through four periods:formation period, development period, quality improvement period and deepening period. From the perspective of historical institutionalism, the spatiotemporal logic, action logic, and traction logic of specialty group construction policies show an evolutionary pattern from adaptation to guidance, from expansion to quality improvement, and from employment to development.Facing the new development situation and demands, specialty group construction policies in China should insist on focusing on system structure optimization and related system innovation, focusing on the integration of specialty group resources, highlighting the aggregation effect, establishing a“learner-centered”education model for specialty groups, and utilizing connotation construction of specialty groups. And it should implement reform strategies such as enhancing the international influence of vocational education with the connotation of specialty groups should, and unswervingly follow the development path of higher vocational education with Chinese characteristics.
