摘要
新中国成立以来,公共文化服务发展经历了服务于政治建设、服务于经济建设和作为文化主体建设三个阶段。公共文化服务高质量发展建立在历史过程中的不断累积,是在量的增长基础上逐渐提升公共文化服务水平以实现提质增效,同时是在度的拓展上兼顾统合文化的政治属性、经济属性和文化主体性建设以增强文化自信。公共文化服务高质量发展需要审视公共性的价值逻辑、文化性的内容逻辑及服务性的行动逻辑,并正视发展过程中所存在的公共性消解、文化空心化、服务内卷化困境。推动公共文化服务高质量发展,需要处理好文化与政治、文化与经济以及效率与公平的关系,通过党建引领重塑公共价值,融合发展增强文化赋能,改革创新提升服务效能。
Since the founding of the People’s Republic of China,the development of public cultural service has experienced the stage of serving the political construction,serving the economic construction and serving as the cultural main body construction.The high-quality development of public cultural services is based on the continuous accumulation and leap in depth in the historical process.It is to gradually improve the level of public cultural services on the basis of quantitative growth to achieve quality and efficiency improvement.At the same time,it is to combine the political and economic attributes of culture and the construction of cultural subjectivity to enhance cultural confidence in the expansion of degree.The high-quality development of public cultural services needs to examine the value logic of publicity,the content logic of culture and the action logic of service,and face up to the dilemmas existing in the process of development,such as the dissolution of publicity,the hollowing of culture and the internalization of service.To promote the high-quality development of public cultural services,it is necessary to properly handle the relations between culture and politics,culture and economy,efficiency and fairness,rebuild public values through Party building,enhance cultural empowerment through integrated development,and improve service efficiency through reform and innovation.
