摘要
人类文明正在经历立体、多要素、全景式的数智化迁变,在数智迁变时代如何让数智赋能公共文化服务,是实现公共文化服务高质量发展的关键。数智基于数字素养、数字技术、智慧平台、智能管理和智能监管等五个核心要素形成的有机整体作用于传统公共文化服务,并在智能监管的正向预防和反向调适作用下循环赋能,最终解决传统公共文化服务的弊端,形成公共文化服务高质量发展的作用机理。文章通过理清数智赋能公共文化服务高质量发展的作用机理,从完善数智化转型政策体系、推进基础设施全面建设,充分释放数字技术红利,打造高质量数智人才队伍,加快组织结构变革、促进多元协同供给,加强新兴技术融合、持续促进产业融合,完善数据全流程合规、构建文化智能监管体系等五个方面,探索数智有效赋能公共文化服务高质量发展的实现路径。
Human civilization is experiencing a three-dimensional,multi-factor,panoramic digital intelligence migration,how to make digital intelligence empowered public cultural services in the era of digital intelligence migration is the key to achieve high-quality development of public cultural services.The organic whole formed by the five core elements of digital literacy,digital technology,intelligent platform,intelligent management and intelligent supervision acts on traditional public cultural services,and is circularly empowered under the positive prevention and reverse adjustment of intelligent supervision.Finally,it solves the drawbacks of traditional public cultural services and forms the mechanism of high-quality development of public cultural services.This paper explores the realization path of digital intelligence effectively empowering the high-quality development of public cultural services from five aspects:improving the policy system of digital intelligence transformation,promoting the comprehensive construction of infrastructure,fully releasing the dividend of digital technology,building a team of high-quality digital intelligence talents,accelerating the reform of organizational structure,promoting multiple collaborative supply,strengthening the integration of emerging technologies,continuously promoting industrial integration,improving the compliance of the whole process of data,and building a cultural intelligence supervision system.
