摘要
县级开放大学是开放大学办学系统的终端,是服务县域高等学历继续教育的主阵地,是服务县域学习型社会建设和终身教育体系构建的主要力量,也是开放大学办学系统转型发展中的难点,当前对县级开放大学尚未形成成熟的评价指标体系和评价机制。以河北开放大学办学系统为例,以促进县级开放大学基础建设为重点,研究建立了涵盖5个一级指标、12个二级指标、24个三级指标、46个观测点的县级开放大学评价指标体系,以及省、市、县三级办学系统联动评价机制,以期明确其办学定位、提高其基础办学条件、规范其基本办学行为、提升其办学水平、拓展其办学领域,达到提高开放大学系统终端办学质量、重塑开放大学系统的目的。
County-level open universities are the education system terminals of open universities,the main position of continuing education of higher education and the main force to serve the construction of learning society and lifelong education system in the county,which is also the difficult point in the transformation and development of the education system of open universities.At present,there is no mature evaluation index system and evaluation mechanism for county-level open universities.The study takes the education system of Hebei Open University as an example,focusing on promoting the infrastructure construction of county-level open universities.It establishes the evaluation index system of county-level open universities covering 5 first level indicators,12 second level indicators,24 third level indicators and 46 observation points.The linkage evaluation mechanism of provincial,municipal and county-level education system is also established.The purpose of the study is to clarify its school-running orientation,improve its basic school-running conditions,standardize its basic school-running behavior,improve its school-running level,and expand its school-running field,so as to improve the educational quality of the open university system terminals and reshape the open university system.
