摘要
党的十八大以来,中央对土地制度改革作出了若干重大部署,“十四五”期间深化土地制度改革需要对既有改革的进展和成效作出专题评估。新时代土地制度改革取得了一系列阶段性成果,但进展不平衡、不充分的现象仍然存在。从改革内容上看,基础性改革成效显著,土地要素市场化改革推进不平衡,土地规划管理体制改革进展缓慢;从战略维度上看,土地利用中引发效率损失、公平抑制和稳定风险的制度性原因尚未根本消除。对此,建议稳妥有序推进农村权益退出改革,扩大土地要素市场化改革成果,实质性启动土地规划管理体制改革,为乡村全面振兴和新型城镇化提供有效的制度性供给。
Since the 18th National Congress of the Communist Party of China,the Central Committee has made a number of major plans for land system reform.During the 14th Five-year Plan period,to continue to deepen land system reform,it is necessary to carry out a thematic assessment of the progress and effectiveness of the existing reform.It is found that the land system reform in the new era has made a series of phased achievements,but the uneven and insufficient progress still exists.In terms of the content of the reform,significant progress has been made in basic reform,unbalanced development has been made in the reform of the marketization of land factors,and slow progress has been made in the reform of the land planning and management system.From the strategic perspective,the institutional causes of efficiency loss,equity suppression and stability risk have not been thoroughly eliminated.In this regard,it is suggested that we steadily and orderly carry out the reform to withdraw rural rights and interests,expand the achievements of the market-oriented reform of land factors,substantially launch the reform of the land planning and management system,and provide effective institutional supply for rural revitalization and new urbanization.
