摘要
新时代以来,土地制度改革取得了积极进展,但随着改革走向深水区,一些错误的思想观念和理论认识给深化改革带来了重重阻碍。当前,人们对土地产权的正当性基准、土地规划的制度性弊端以及土地与社会稳定的关系等问题缺少正确认识。由此带来的一个直接问题是土地制度改革不平衡不充分的情况突出,土地确权、集体产权制度等基础性改革成果难以顺利转换为市场效能。深化土地制度改革,必须廓清关于土地制度的若干基础性认识,在此基础上明确改革的实践方向。
Since the New Era,the reform of land system has made positive progress,but with the reform moving towards deep water,some wrong ideas and theoretical understanding have brought many obstacles to the deepening of reform.At present,there is a lack of correct understanding of issues,such as the legitimate benchmark of land property rights,the institutional drawbacks of land planning,and the relationship between land and social stability.A direct problem is that the land system reform is unbalanced and inadequate,and the basic reform achievements such as land ownership and collective property right system are difficult to be smoothly transformed into market efficiency.In order to deepen the reform of land system,it is necessary to clarify some basic understandings about land system and make clear the practical direction of reform on this basis.
