摘要
在深入推进高等教育内涵式发展的背景下,地方高校需要提高其内部治理能力作为发展动力。在实践过程中,学院始终处于高校内涵式发展的“接点”部位,是高校内部治理体系的权力“接点”、战略“接点”和政策“接点”;而学科组织(系、所、中心)又位于学院内部治理的“接点”位置,呈现出“内”与“外”、“上”与“下”、“左”与“右”等双重面向的特征。通过充分发挥“接点”治理的作用,由“接点”链接组织内外的资源和特性,激发办学活力,提升内部治理能力,完善内部治理体系,实现地方高校高质量发展。
In the context of deepening the connotative development of higher education, to achieve high-quality development, local universities must solve the fundamental problem of the driving force of development, and its essence is to improve the internal governance capacity. On the one hand, the college is the “Joint” of power, strategy and policy in the internal governance system of university. On the other hand, the discipline organization, e.g. Department, Institute or Center, is located in the “Joint” position of the college internal governance. Therefore, the core of the college governance is a “Joint” governance, presenting the double-faced features of “Inside” and “Outside”, “Up” and “Down”, “Left” and “Right”. Ensuring the full play of “Joint”governance in local universities is the key to solving problems. It can(help to) link the resources inside and outside the organization, stimulate the local university-running vitality, promote the internal governance ability,perfect the internal governance system, and eventually achieve the high-quality development.
