摘要
公共体育场馆引入企业运营是当前政策所指亦是实践所需。较之于事业单位,企业运营场馆取得的经济效益得到了较为广泛的认可,但公共服务水平是否仍具有比较优势尚存争议。研究采用定性和定量混合研究设计,选取2013—2018年享受中央免低收费开放财政补助资金的1044个场馆的共4180条数据信息,建立倾向得分匹配模型,对企业和事业单位2种场馆运营主体供给的公共服务水平进行比较研究;结合对场馆案例的实地调研和深度访谈,进一步解释不同运营主体供给公共服务水平存在差异的原因。研究发现,企业运营场馆在公共服务方面与事业单位相比存在一定差距。企业在运营场馆的过程中,存在着逐利性、公共服务标准操作性不强、公共服务合约不完善、政府服务与支持不足、财政补助资金发放不到位、政府监管不到位、考核评价体系有待完善等影响公共服务供给的因素。针对上述问题,提出如下建议:1)加大对企业运营支持力度,确保相关扶持政策落实到位;2)遴选优秀场馆运营企业,规范企业运营行为;3)明确企业运营场馆的基本公共服务标准,提高标准的可操作性;4)优化运营商公共服务评价体系,激励运营企业提高公共服务供给水平;5)完善企业运营场馆监管机制,加强履约监管等。
The introduction of enterprise operation in public sports venues is the current policy orientation and also the need for practice.Compared with public institutions,the economic benefits obtained by enterprises in operating venues have been widely recognized,but whether the level of public services has a comparative advantage still remains controversial.This study adopted a qualitative and quantitative mixed research design.We selected a total of 4,180 pieces of data from the 1,044 large-scale sports venues that enjoyed financial subsidies from the central government in the years from 2013 to 2018.The Propensity Score Matching(PSM)was adopted to compare the public service levels between venue operators,which included enterprises and institutions sponsored by government.The field investigation and depth interviews were conducted to reveal the reasons for the differences in the public services levels provided by different operators.The results showed that enterprises had disadvantages in public services,which still had a gap with public institutions.The factors of enterprise operation had negative effects on public service supply,such as strong profit-driven;weak operability of public service standards;imperfect public service contracts;insufficient government services and support;inadequate financial subsidies and inadequate government supervision;and the evaluation system needed to be improved.To improve the public service level provided by enterprises operating venues,the following suggestions are made:Increasing support for enterprise operations and ensuring the relevant support policies are in place;selecting excellent venue operation enterprises and standardizing their operating behaviors;clarifying the basic public service standards of corporate venues and improving the operability of the standards;optimizing the operators’public service evaluation system and encouraging the operators to improve the quality of public service supply;improving the supervision mechanism of corporate operation venues and streng
