摘要
新型大学组织是在经济社会转型升级、城市竞争日趋激烈背景下大学与城市以新机制新模式合作建立的高等教育机构。作为知识生产模式转型的产物,新型大学组织具有不同于传统大学的特点,主要表现为,具有独立自主、公益属性的组织性质,共建共享、互融互通的组织体制,跨界流动、交互融合的组织资源,多元治理、决策高效的组织管理,合作开放、创新创业的组织文化。新型大学组织通过拓展传统的教学与科研职能,扮演区域知识创新主体的角色,逐渐成为地区乃至整个国家经济社会发展的“动力源”和“加速器”。为进一步促成互利共生、协同发展、良性促进的互动格局,需要健全新型大学组织设置标准,完善高等学校设置工作体系;优化新型大学组织城市布局,协调高等教育资源配置;理顺新型大学组织管理体制,提升高等教育和城市治理水平;聚焦高质量发展,促进新型大学组织与城市共生共荣。
A new-type university organization is a higher education institution established through cooperation between universities and cities with new mechanisms and models in the background of economic and social transformation and upgrading plus increasingly fierce urban competitions.As a product resulting from transformed knowledge production models,such an organization differs from that of a traditional university,and is mainly characterized by the independent and public-interest nature,the co-constructional,shared and integrated system,cross-border and interactive resources,multi-governance and highly-efficient decision-making and management,and cooperative,open,innovative and entrepreneurial culture.A new-type university organization functions as a major innovator of regional knowledge by means of expanding traditional teaching and research functions,and gradually becomes the"power source"and"accelerator"for the economic and social development of the region and even the whole country.To further develop the pattern of mutual benefit,symbiosis,coordinated development,and benign promotion,we need to improve the standards for the establishment of new-type university organizations,and improve the system for the establishment of higher education institutions;optimize the urban layout of new-type university organizations,and coordinate the allocation of higher education resources;rationalize the management system for new-type university organizations,and improve the quality of higher education and urban governance;and focus on high-quality development,and promote the symbiosis and joint prosperity of new-type university organizations and cities.
