摘要
森林碳汇作为中国实现碳达峰及碳中和的重要策略,在缓解气候变化方面发挥着重大作用。云南省作为四大重点林区省份之一,地理与气候条件优越,通过评价云南省现有森林碳汇经济效益,有助于推动云南省森林碳汇交易市场的建立和发展。运用森林蓄积量扩展法测算云南省森林碳汇量,采用市场价值法评估森林碳汇经济价值。结果表明:自1997年起,云南省森林碳汇量持续稳定增加,经济价值也随之不断增长,具有发展森林碳汇的巨大潜力。基于此,提出了以下3点建议:第一,应继续深化林权制度改革,完善林长制度;第二,加大森林碳汇的宣传力度,引导更多的农户参与到增加森林碳汇的行动中;第三,提高森林碳汇科研投入,促进云南省森林碳汇的发展。
As an important strategy to achieve carbon peaking and carbon neutrality in China, forest carbon sequestration plays an important role in mitigating climate change. Yunnan Province is one of the four key forest provinces, with favorable geographical and climatic conditions. The evaluation of the economic benefits of forest carbon sink in Yunnan Province will help to promote the establishment and development of the forest carbon sink trading market in Yunnan Province. In this paper, the forest stock expansion method was used to calculate the forest carbon sequestration in Yunnan Province, and the market value method was used to evaluate the economic value of forest carbon sequestration. The results showed that since 1997, the forest carbon sequestration in Yunnan Province had been increasing steadily, and the economic value had also been increasing, which had great potential for the development of forest carbon sequestration. Therefore, Yunnan Province should continue deepening the reform of forest right system, increasing the publicity of forest carbon sink and scientific research investment, and vigorously developing forest carbon resources, so as to promote the development and improvement of the national carbon sink market.
