摘要
首创于浙江省绍兴市嵊州市雅璜乡的“民情日记”是推进基层治理行之有效的重要抓手。从推进基层治理的视角看,“民情日记”对于增进村民参与具有重要价值;从提升对政府认可度的视角看,“民情日记”有利于夯实政治信任的群众基础;从乡村振兴战略的推进看,“民情日记”有利于提升基层治理的有效性。现阶段,从治理视角写实“民情日记”需关注以下问题:“民情日记”活动的不到位易导致村民参与的不深入、不扎实、不对称;“民情日记”活动的不落实易导致政治信任的淡化弱化虚化;“民情日记”活动的不落地易导致基层治理的空转、无效和表层化。当前,应通过坚持和创新“民情日记”,持续推进村民参与的广度和深度,夯实乡村和谐政治关系的信任基础,提升基层治理的有效性,将嵊州新时代“民情日记”打造为基层治理现代化的名片。
“Civil Diary”,first kept in Yahuang Town,Shengzhou in Zhejiang province,is an important way to promote grassroots governance.From the promotion of grassroots governance,it has a significant value for enhancing villagers’participation;as to the enhancement of the recognition of the government,it is conducive to consolidating the mass foundation of political trust;in view of the rural revitalization strategy,it is beneficial to improve the effectiveness of grassroots governance.At present,the following problems need special attention when it comes to governance:the inadequacy of“Civil Diary”will easily lead to the lack of in-depth,solid and asymmetric participation of villagers;the failure to keep a“Civil Diary”will easily result in the weakening of political trust;the non-action of“Civil Diary”will easily give rise to idle,ineffective and superficial work of grass-roots governance.It follows that only by adhering to and innovating the“Civil Diary”,can we continuously promote the breadth and depth of villagers’participation,consolidate the trust foundation of harmonious rural political relations,improve the effectiveness of grassroots governance,and make the“Civil Diary”in the new era in Shaoxing a name card of grassroots governance modernization.
