“双减”政策执行的现实困境及纾解路径——基于多重制度逻辑的视角 被引量:7

摘要 基于多重制度逻辑的分析,我国“双减”政策执行存在供给结构与需求结构的政策失衡、教育属性和经济属性的利益偏差、培训乱象和监管失效的运营风险、目标偏高和参与不足的两难协同等现实困境。为精准纾解政策执行困境,政府部门、培训机构、中小学校和社会公众等逻辑主体急需协同联动,创设政策供需匹配机制,弥合政策供需结构失衡;融合教育属性和经济属性,满足多重主体利益需求;严格市场准入和审批制度,建立数据化监管系统;精准定位政策目标,畅通社会力量参与渠道。 Based on the analysis of Multiple Institutional Logic,there are a lot of practical dilemmas in the process of the implementation of“Double Reduction”policy,such as policy imbalance between supply structure and demand structure,interest deviation of educational attributes and economic attributes,operational risks of training chaos and regulatory failure,and the dilemma of high goals and insufficient participation.In order to accurately ease the above dilemmas,the government departments,the training institutions,the primary and secondary schools and the public urgently need to work together to create a policy supply-demand matching mechanism,such as to bridge the imbalance between policy supply and demand structure,to integrate educational and economic attributes,to meet the interests and needs of multiple subjects,to strict market access and approval systems,to establish a data-based supervision system,to accurately position policy goals and unblock the channels for social forces to participate.
