摘要
习近平法治思想指出坚持在法治轨道推进国家治理体系和治理能力现代化,为新时代我国国家治理的理论与实践提供了重要指引。社会治理是国家治理的重要内容,共建共治共享是社会治理的核心要义,因此有必要从法治视域进行完善共建共治共享社会治理制度探析。首先,培育依法治理的社会治理理念,树立全社会法治信仰和提升法治素质是前提。其次,应加强社会治理领域立法,完善法律法规以促进“一核多元”治理格局形成及保障人民群众共享社会治理成果。最后,不断进行社会治理法治创新,坚持改革创新是依法治理的核心。
Xi Jinping Thought on the Rule of Law stresses the modernization of China’s system and capacity for governance must be promoted along the rule-of-law track,which has provided an important guidance for the theory and practice of China’s governance in the new era.Social governance is an important part of state governance,and co-construction,co-governance and co-sharing remain the core of social governance.Therefore,it is necessary to explore how to perfect the social governance system of co-construction,co-governance,and co-sharing from rule-of-law perspective.Firstly,to cultivate the concept of law-based social governance,establish the whole society’s belief in the rule of law and improve the rule-of-law quality makes the prerequisite;secondly,it is imperative to strengthen the legislation on social governance,improve laws and regulations for achieving the formation of a governance pattern with"one core but multi elements",and thus ensuring that people can share the fruits of social governance;thirdly,continuous innovation of the rule of law in social governance and commitments to reform will always be the core of law-based governance.
