摘要
运行机制是公共安全危机事件应急管理的重要组成部分,包括协调机制、指挥机制与预案启动机制三个部分。协调有别于协作,建立协调机制的必要性在于保证各应急组织之间良好的互动关系,而协调机制的实施需要建立相应的协调机构。协调与指挥有区别,但也有密切联系,协调过程存在指挥,指挥过程也存在协调。应急预案的启动机制应遵循自下而上、分级管理、分级反应的原则。
As a vital important part of contingency handling crisis-issues in public security area, operating mechanisms includes three parts: harmonious mechanism, command mechanism and preparatory plan'contingency starting-mechanism. Harmonious is different from cooperation, the necessary of harmonious mechanism is built is to rests with ensuring a good interaction relations among contingency organs, while to apply harmonious mechanism must have an corresponding coordination institution. Harmonious is different from command, but is closed connection with command, the command exists in the process of harmonious, and harmonious also exists in the process of command. Starting - mechanism of contingency preparatory plan should follow the principles: principle from below, principle of administration according to rank, principle of rank response.
