摘要
针对乡村多元主体协同治理实践中存在的主体参与动力不强、基层党组织领导力量薄弱、治理机制供给不足、协同治理渠道不畅等问题,采用SFIC模型框架,从初始条件、催化领导、制度设计、协同过程四个维度剖析村民、乡村社会组织、基层党政组织等多元治理主体在协同治理过程中面临的困境,提出激活多元主体参与动能、激发催化基层领导力量、强化协同治理制度供给、构建多元主体协作共治平台等优化路径,以推动乡村协同治理建设,实现乡村善治。
Given the problems such as weak motivation for subject participation,weak leadership of primary party organizations,insufficient supply of governance mechanisms and poor channels for collaborative governance in the practice of coordinated rural governance by multi-subjects,we,by using the SFIC model framework,analyze the dilemmas faced by villagers,rural social organizations,primary Party and government organizations and other diversified governancesubjects in the process of collaborative governance from the four dimensions of initial conditions,catalytic leadership,system design and collaborative process.Then,we propose optimisation paths such as motivating diversified subjects’participation,stimulating and catalyzing primary organization’s leadership,strengthening the supply of collaborative governance systems,and building a multi-subject collaborative governance platform,so as to promote the construction of coordinated rural governance and achieve good governance in rural areas.
