摘要
农业农村现代化是全面实施乡村振兴战略的总目标。与以往研究通常将推进农业农村现代化割裂成农业和农村两个方面不同,深入把握农业农村现代化的发展历程和内在要求,这一总目标可以分解为“物”的现代化、“人”的现代化、治理现代化三个具体目标与现实导向。新型举国体制作为社会主义市场经济条件下集中力量办大事的创新体制,其“党政引领、市场导向、智慧赋能、社会自主”的构成要素,为农业农村现代化一体设计、一并推进提供了规范的逻辑进路。面向第二个百年奋斗目标,新型举国体制支撑农业农村现代化还面临诸多挑战,迫切需要强化农业农村科技创新发展体系以推进“物”的现代化、完善农民素质结构体系以推进“人”的现代化、优化基层自主发展体系以推进治理现代化。
The agricultural and rural modernization is the general objective of fully implementing the rural revitalization strategy. Different from the previous research that separates the promotion of agricultural and rural modernization into two parts, the general objective of agricultural and rural modernization can be divided into three specific goals and realistic guidance: modernization of “things”, modernization of “people” and modernization of governance, by deeply grasping the development process and internal requirements of agricultural and rural modernization. The new national system is an innovative system that focuses on doing great things under the condition of socialist market economy, whose elements of “party-government guidance, market orientation,intelligent empowerment, social autonomy” provide a standardized logical approach for the integrated design and promotion of agricultural and rural modernization. Facing the second centennial goal, the new national system supporting agricultural and rural modernization also faces many challenges, and it is necessary to strengthen the agriculture and rural science and technology innovation and development system in order to promote the modernization of “things”, improve the farmers’ quality and structure system so as to promote the modernization of “people”, and optimize the grass-roots autonomous development system to promote the modernization of governance.
