摘要
铜陵市作为全国重要铜生产基地,是长三角地区典型的资源型工业城市。在我国经济发展模式由高速度向高质量转换阶段,以铜采冶加工为主的产业结构难以满足创新驱动、减排增效、绿色发展的总体要求。文章选取2020年长三角25个城市数据,采用熵权值法综合评价长三角城市高质量制造业发展水平,根据评价结果运用空间权重方法计算其莫兰指数,发现铜陵市制造业水平在长三角地区总体偏下,处于低-低聚集,县域制造业落后,且在地缘和政策上不具优势。为此,铜陵市应充分发挥地方政府在经济发展的重要作用,分级落实制造业振兴计划,充分借鉴长三角发达城市制造业发展的成功模式,培育本土企业家,深化国企改革,激发创新活力。
As an important copper production base in China, Tongling is a typical resource-based industrial city in the Yangtze River Delta. In the transformation stage of China’s economic development model from high speed to high quality, the industrial structure dominated by copper mining, metallurgy and processing is difficult to meet the overall requirements of innovation driven, emission reduction and efficiency increase and green development. Based on the data of 25 cities in the Yangtze River Delta in 2020, the entropy weight method is used to comprehensively evaluate the development level of high-quality manufacturing industry in the Yangtze River Delta. According to the evaluation results, the Moran’s I is calculated by using the spatial weight method. It is found that the manufacturing level of Tongling city is lower than that of the Yangtze River Delta, in a low oligomeric set, the county manufacturing industry is backward, and has no advantages in geography and policy. Therefore, Tongling City should give full play to the important role of local governments in economic development, implement the manufacturing revitalization plan at different levels, fully learn from the successful model of manufacturing development in developed cities in the Yangtze River Delta, cultivate local entrepreneurs, deepen the reform of state-owned enterprises and stimulate innovation vitality.
