摘要
制造业高质量发展是我国新一轮经济转型的重点内容。基于制造业高质量发展的丰富内涵,从供给质量、经济效率、科技创新、绿色发展和社会效益五个方面建立综合评价指标体系,对2003—2017年天津市制造业发展质量进行评价,并就制造业高质量发展的影响因素进行实证分析。结果表明,近十五年来,天津市制造业发展质量指数呈增长态势,经济效率的提高成为推动天津市制造业高质量发展的重要动力;绿色发展和供给质量的贡献能力较弱;人力资本和市场化水平是推动制造业高质量发展的重要因素;对外开放水平和金融支持度对制造业发展质量具有抑制作用。针对上述结果,提出了推动天津市制造业高质量发展的政策建议。
High-quality development of manufacturing industry is the key to the new round of economic transformation in China.Based on the rich connotation of high-quality development of manufacturing industry, a comprehensive evaluation index system was established from five aspects of supply quality, economic efficiency, scientific and technological innovation, green development and social benefit, which are used to evaluate the development quality of manufacturing industry in Tianjin from 2003 to 2017.Empirical analysis was made on the factors of the high-quality development of manufacturing industry.The results show that in the recent 15 years, the quality index of manufacturing industry in Tianjin has been improving, and the improvement of economic efficiency has become the important driving force for the high-quality development of manufacturing industry in Tianjin.The contribution of green development and supply quality is weaker.Human capital and market level are important factors to promote the high-quality development of manufacturing industry while the level of opening-up and financial support have an inhibitory effect on the development quality of manufacturing industry.In view of the above results, the article puts forward some policy suggestions for promoting the high-quality development of manufacturing industry in Tianjin.
