The Construction Approach of National Common Language Capacity of Farmers and Herdsmen in the Background of Rural Revitalization: A Case Study of Xiahe County in Gansu Province

摘要国家通用语言的功能和属性决定了它可有效赋能乡村振兴,农牧民国家通用语言能力建设对民族地区农牧区的发展显得尤为重要。当前,甘肃甘南州农牧区藏族群众主要交际语言以藏语为主,以当地汉语方言为辅,其国家通用语言的使用能力较差,学习动力不足,这在一定程度上影响着农牧民的对外交流和发展。在乡村振兴背景下,农牧民语言能力建设的迫切任务是提升国家通用语言的使用能力,即农牧民的国家通用语的听说与读写能力。同时,甘南农牧民国家通用语言能力建设不仅要与个人发展、区域发展相结合,而且要与产业拓展、高科技技术应用、教育发展和文旅资源开发相结合,唯有这样,国家通用语言才能更好地赋能民族地区乡村振兴。 The functions and attributes of national common language determine the effective empowment of rural revitalization, especially for the development of farming and pastoral areas in ethnic minority areas. At present, the main communication language of Tibetans in the farming and pastoral areas of Gannan Prefecture is Tibetan, supplemented by local Chinese dialect. Their national common language capability is poor, and their willingness and motivation to learn is insufficient, which seriously affects the current foreign communication and development of the people in the farming and pastoral areas. In the context of rural revitalization, the urgent task of language capability construction in farming and pastoral areas is to improve the national common language capability, especially the national common language listening and speaking ability of farmers and herdsmen. The construction of the national common language ability in the agricultural and pastoral areas of Gannan must be organically combined with industrial expansion, high technology application, education development and cultural tourism resource development, so that the improvement of national common language capability of farmers and herdsmen is combined with personal development and regional development, language can be improved and better promoted rural revitalization in ethnic minority areas.
