摘要
风电作为可再生能源电力,是我国能源清洁转型、“双碳”目标战略实施的重要路径之一。在电力现货市场改革日益深化以及新建风电项目补贴退坡的背景下,科学合理的短期定价决策成为风力发电企业实现可持续发展的重要因素。因此,本文综合考虑发电成本、预期收益、市场竞争与绿证价值等因素基础上,分别构建了考虑经营期预期收益及绿证收益的上网定价模型、考虑市场竞争及绿证收益的上网定价模型,然后采用综合因素法将两种定价优势相结合,建立电力现货市场下的风电短期定价决策模型。并以Z风电企业为对象,分析验证该短期定价模型的有效性。最后,提出完善发电成本管控体系、增强市场预测能力、考量风电的环境价值等建议,为风力发电企业短期定价决策提供参考。
As a renewable energy,wind power is one of the important paths for China’s clean energy transformation and for the implementation of the"double carbon"goal strategy.Under the background of the deepening reform of the elec-tricity spot market and the declining subsidies for new wind power projects,scientific and reasonable short-term pricing decisions have become an important factor for wind power enterprises to achieve sustainable development.Therefore,based on the comprehensive consideration of power generation cost,expected revenue,market competition and green certification value,this paper first constructs the online pricing model considering the expected revenue and green certification revenue in the operation period,and the online pricing model considering market competition and green certification revenue respectively,and then uses the comprehensive factor method to combine the two pricing advantages to establish the short-term pricing de-cision model of wind power in the spot power market.Taking Z wind power enterprise as the object,analyze and verify the validity of the short-term pricing model.Finally,suggestions are put forward to improve the power generation cost control system,enhance the market forecasting ability,and consider the environmental value of wind power,so as to provide reference for short-term pricing decisions of wind power enterprises.
