摘要
本研究特以内蒙古自治区为例,开展交通运输结构调整减排成本效益分析,并提出下一步运输结构调整的主要任务。结果表明,内蒙古自治区运输结构调整碳减排成本分别为:“十四五”期(2025年)为2.97万元/吨;“十五五”期(2030年)为0.01万元/吨;“十六五”期(2035年)为1.79万元/吨。根据对内蒙古自治区运输结构调整现状和面临问题的梳理,提出了未来内蒙古自治区运输结构调整工作的重点任务:加快铁路专用线建设、提高铁路货运量占比和加快发展以铁路为骨干的多式联运等。从这三方面同步发力,可以进一步优化内蒙古自治区运输结构,加快向绿色高质量交通方式转型。
This study takes Inner Mongolia Autonomous Region as an example to carry out cost-benefit analysis of transportation structure adjustment and emission reduction,and puts forward the main tasks of transportation structure adjustment in the next step.The results show that the cost of carbon emission reduction in Inner Mongolia is as follows:the 14th Five-Year Plan period(2025)is 29700 yuan/ton;the 15th Five-Year Plan period(2030)is 100 yuan/ton;the 16th Five-Year Plan period(2035)is 17900 yuan/ton.According to the current situation and problems of Inner Mongolia’s transport structure adjustment,the key tasks of Inner Mongolia’s transport structure adjustment in the future are put forward:accelerating the construction of special railway lines,increasing the proportion of railway freight volume and accelerating the development of multimodal transport with railway as the backbone.From these three aspects of simultaneous efforts,we can further optimize the transportation structure of Inner Mongolia,and accelerate the transformation to green and high-quality transportation mode.
