摘要
“双减”与“双增”政策目标一致,旨在减轻中小学生的学业负担,促进中小学生德智体美劳全面发展。从“双减”到“双增”,应聚焦立德树人初心,促进学生全面发展;聚焦综合活动育人,助力学生健康成长;聚焦艺体教培领域,注重培养学生兴趣;聚焦巩固减负成果,坚持减负提质并举。从“双减”到“双增”,其难点在于教育公益属性能否真正坚守,艺体教培机构能否有效监管,课余学习时间能否充分利用,教育评价体系能否及时完善。为促进“双减”和“双增”政策的持续落地,应建立多渠道校外培训监管机制,推动校外培训监管常态化;实施中小学体育提升行动,提高中小学体育教学质量;实施中小学美育提升行动,提高中小学美育教学质量;完善教育评价机制,重视中小学生综合素质评价。
The goals of“double reduction”and“double increase”policies are the same,aiming to reduce the academic burden of primary and secondary school students and promote the all-round development of moral,intellectual,physical,aesthetic,labor of primary and secondary school students.From“double reduction”to“double increase”,we should focus on building morality and cultivating people’s original aspirations to promote the all-round development of students;focusing on comprehensive activities to educate people to help students grow up healthily;focusing on the field of arts and sports education and training,focusing on cultivating students’interests;focusing on consolidating achievements of reducing burden,and insisting on reducing the burden and improving the quality at the same time.From“double reduction”to“double increase”,the difficulty lies in whether the public welfare attribute of education can be truly adhered to,whether the arts and sports education and training institutions can be effectively supervised,whether the after-school learning time can be fully utilized,and whether the education evaluation system can be improved in a timely manner.In order to promote the continuous implementation of the“double reduction”and“double increase”policies,a multi-channel off-campus training supervision mechanism should be established to promote the normalization of off-campus training supervision;implement sports promotion actions in primary and secondary schools to improve its quality of physical education teaching;implement aesthetic education in primary and secondary schools;improve the action to improve the quality of aesthetic education teaching in primary and secondary schools;improve the education evaluation mechanism,and attach importance to the evaluation of the comprehensive quality of primary and secondary school students.
