摘要
智慧海关(Smart Customs,简称SC)监管服务体系,是新兴信息技术不断涌现的时代与海关日益增长的业务需求共同发展的产物。为了推动实现我国智慧海关的建设目标,文章基于复杂适应系统理论(Complex Adaptive System Theory,简称CAS),通过结合系统中微观个体与系统整体之间的演化规则,对SC体系展开系统分析,首先得出SC体系具有多目标性、层次性、学习性和多主体性等重要特点,进一步运用CAS理论中的标识机制、积木块机制和内部模型机制等规则对SC体系的系统运行规律展开分析,最后得到SC体系的运行机制框架,据此提出促进全面建成智慧海关的对策建议。
The Smart Customs(SC)system is the product of the joint development of emerging information technology in the era and the ever-increasing business needs of customs.In order to promote the realization of our development goal of smart customs,the paper carries outa systematic analysis of the SC system based on the Complex Adaptive System theory(CAS),by combining the evolution rules between the micro-individuals in the system and the system as a whole.First,it is concluded that the SC system has important characteristics such as multi-objective,hierarchical,learning,and multi-subject.The system operation law of the SC systemis then analyzed with the identification mechanism,building block mechanism and internal model mechanism in the CAS theory.Finally,the operating mechanism framework of the SC system is concluded,and countermeasures and suggestions are proposed to promote the comprehensive establishment of a smart customs,which has certain innovative and practical significance.
