摘要
容错机制承载着激励干部队伍担当作为的使命。容错机制开始是以政策话语的形式呈现,并逐渐成为人们讨论的热点话题,继而带动形成新的学术议题。从话语的演进过程来看,容错机制经历了从“宽容失误”到“容错纠错”的话语更替过程。隐藏于这些话语表达背后的目的,是试图寻求问责与激励的合理均衡,为干部创造“既要干净干事又要担当作为”的制度环境。在容错机制话语不断累进的过程中,人们对其实践应用给予了关注,期待容错机制发挥应有的效能。然而,现实中存在的要素缺失、结构失衡、程序不足、有意避责等问题,使其实践应用遭受掣肘。解决这些问题,要对容错机制政策文本作出更加科学合理的设计,并从学理分析层面提供支撑。
Bearing the mission of encouraging the cadre team to act,the fault-tolerant mechanism began to appear in the form of policy discourse,and gradually became a hot topic of discussion,which led to the formation of new academic issues.From the perspective of its evolution process,the fault-tolerant mechanism has experienced a discourse replacement process from“fault tolerance”to“fault tolerance and error correction”.What is hidden behind these words is to try to find a reasonable balance between accountability and motivation,and create an institutional environment for cadres to“act as well as clean officials”.In the process of progressive discourse of fault-tolerant mechanism,people pay attention to its practical application and expect the fault-tolerant mechanism to play its due role.However,the lack of elements,the imbalance of structure,the lack of procedures,and the intentional avoidance of responsibility have hindered its practical application.To solve these problems,we need to make a scientific and reasonable design for the policy text of fault-tolerant mechanism fundamentally,and provide support from the theoretical analysis level.
