摘要
黄河流域生态保护与高质量发展,是济南都市圈纳入国家总体布局的重大战略和发展机遇。济南都市圈不仅是黄河国家战略重点培育发展的现代化都市圈之一,更是黄河流域发展的龙头。实现公共服务均等化,是落实黄河流域高质量发展的重要举措,对维护社会公平具有重要的意义。文章以济南都市圈内7个城市为研究对象,基于GIS技术,以相关年鉴指标数据、POI数据、AOI数据为支撑,着重从教育、医疗卫生、文化体育等方面分析评估了济南都市圈公共服务的现状和特征,并从区域协同发展的角度,在空间格局、资源共享、优化提质、体制机制等方面提出均等化发展策略。
The ecological protection and high-quality development of the Yellow River basin are important strategies and development opportunities for Jinan metropolitan area to be integrated into the national overall layout.Jinan metropolitan area is not only one of the key modern metropolitan areas cultivated and developed by the National Strategy of the Yellow River,but also the leader of the development of the Yellow River basin.To realize the equalization of public services is an important measure to implement the high-quality development of the Yellow River basin,and it is of great significance to maintain social equity.This paper takes 7 cities in Jinan metropolitan area as the research object,based on GIS technology and supported by relevant yearbook index data,POI data and AOI data,analyzes and evaluates the current situation and characteristics of public services in Jinan metropolitan area from the aspects of education,medical care and health,culture and sports,and from the perspective of regional collaborative development.We will put forward the strategy of equalizing development in terms of spatial pattern,resource sharing,optimization and quality improvement,and institutional mechanisms.
