摘要
新发展阶段,黄河流域生态保护和高质量发展在推动区域协调发展,助力共同富裕实现作用越发重要。青海省作为黄河源头省份,立足源头实际,理清深度融入“黄河战略”的定位、协调机理和框架,从生态保护、高质量发展以及二者耦合协调方面分析深度融入“黄河战略”的现实条件至关重要。研究发现青海省深度融入“黄河战略”存在生态保护权责矛盾突出、产业结构升级缓慢、要素集聚能力不强和参与区域合作程度低等问题。提出了青海省深度融入“黄河战略”具体路径,包括发挥兰西城市群的辐射带动作用,增强重点产业承接平台集聚优势,打造跨区域新兴产业链集群,促进创新链与产业链紧密对接,构建有利于产业转移的体制机制。
In the new development stage,ecological protection and high-quality development in the Yellow River Basin are playing an increasingly important role in promoting coordinated regional development and achieving common prosperity.As the source province of the Yellow River,Qinghai province,based on the reality of the source,clarified the positioning of deep integration into the"Yellow River strategy",coordinated mechanism and framework;It is very important to analyze the realistic conditions of deep integration into the"Yellow River Strategy"from the aspects of ecological protection,high-quality development and their coupling coordination.The study found that Qinghai province deeply integrated into the"Yellow River strategy",there are some problems,such as prominent contradiction of ecological protection rights and responsibilities,slow upgrading of industrial structure,weak factor gathering ability and low degree of participation in regional cooperation.The specific path for Qinghai province to deeply integrate into the"Yellow River Strategy"is proposed,including giving full play to the radiation and driving role of Lanzhou city cluster,strengthening the agglomeration advantage of key industry undertake platform,building cross-regional emerging industrial chain cluster,promoting the close connection between innovation chain and industrial chain,and building a system and mechanism conducive to industrial transfer.
