摘要
从历史维度看,中国对外开放总体经历了从选择性对外开放、全方位对外开放,到更高水平对外开放的演变进程。制度型开放聚焦于加速推进规则、规制、管理、标准等国内制度安排与国际高标准对接、融合、创新,既对外部机制表达一定程度的制度约束,又促进国内制度改革,具有双向性、诱致性和正外部性特征,是更高水平对外开放的新目标。目前,我国制度型开放仍处于初级探索阶段。加快建设全国统一大市场,可以扩大市场、完善机制、统一规则、促进公平,为制度型开放提供基础支撑。标准是制度型开放的重要载体,要将标准制度型开放作为高水平对外开放的重点,对标对表发达经济体高标准,完善与国际兼容的标准体系,通过制度输出参与全球治理,增强我国国际竞争力,在国际规则制定中发出更多中国声音,注入更多中国元素。
From a historical perspective,China’s opening to the outside world has generally gone through an evolution process from selective opening to the outside world,all-round opening to the outside world,to a higher level of opening up.Institutional opening focuses on accelerating the integration,and innovation of domestic institutional arrangements such as rules,management,and standards with international high standards.It not only expresses a certain degree of institutional constraints on external mechanisms,but also promotes domestic institutional reforms.It is bidirectional,inductive and positive.The externality feature is a new goal of a higher level of opening to the outside world.At present,China’s institutional opening up is still in the initial stage of exploration.Accelerating the construction of a unified national market can expand the market,improve the mechanism,unify rules,promote fairness,and provide basic support for institutional opening.Standards are an important carrier of institutional opening.It is necessary to make standard and institutional opening the focus of high-level opening to the outside world,benchmark the high standards of developed economies,improve a standard system that is compatible with the world,and participate in global governance through institutional output to enhance China’s international competitiveness,to spread more Chinese voices and inject more Chinese elements in the formulation of international rules.
