摘要
建构制度主义认为,源自既有制度语境的认知观念赋予行动阐释意义并影响行动者的选择,制度输出的秩序由行动者的实践加以建构。认知观念和制度语境作为二阶动力促成制度变迁。农地产权制度作为农村社会秩序的基础,其变迁历程反映了国家对不同时期社会结构变化的回应。本文以"三权分置"改革为例,探索该过程中的社会观念更新与广泛的实践行动。权能分离是农地产权"三权分置"变革最鲜明的表征,这与全面深化农村改革下的人地关系及城乡关系等变化有直接关联。同时,社会转型带来的观念重构和互动则是串联起制度语境变化和制度变迁的关键中介。
Constructivist institutionalism proposed that perceptions from the previous context of institution give activities to significance and affect selections of actors.In addition,the orderliness output from institutions is formed by those activities of actors.Perceptions and the context of institution become the second-ordered impetus for institutional transition.The institution of rural land property rights as the foundation for rural society,its transition presents our government's responses to the change of social structures.This article chooses the separating rural land property rights reform as a case,trying to analyze the innovation of perceptions and extensive activities in the institutional transition.The separation of powers is the most obvious appearance of the institutional transition reform,which has direct connections with the relationships between farmers and land,as well as urban and rural.Furthermore,the reconstruction and interaction of perceptions brought by social transition has become the pivotal intermediary connecting the context of institution changing and the institutional transition.
