摘要
驻村干部制度是一项具有中国特色的制度,它既保留了党联系群众、走进群众的传统,又合理地利用了科层制中资源向上分配的逻辑。不同类型的驻村干部——包村干部和联村干部在制度设置、权责分配和运行逻辑等方面存在较大差异。包村干部制度具有跨层级的特点,它对农村工作的指导、帮助和扶持,客观上有助于增加国家的强制性权力。而联村干部则在不断提升国家的基础性权力,使国家力量不断向基层延伸。两种驻村类型各有优劣、互为补充,在不同程度上缓解了农村地区资源不足、治理能力欠缺的困境。驻村干部制度作为一种治理机制,在国家或基层的需要下主动介入或退出,这构成了国家强化基层政权建设,并维持农村社会秩序的重要手段。它具有非常强的制度伸缩性和柔韧性,增加了国家治理的弹性和韧性。在乡村振兴背景下,应该进一步完善不同驻村干部制度的运行机制,更好地发挥两者优势,协力推动农村的可持续发展。
The system of cadres in villages is a system with Chinese characteristics,which not only keeps the tradition of the party contacting the masses and walking into the masses,but also rationally uses the logic of upward allocation of resources in the bureaucratic system.Different types of village cadres——bao cun cadres and lian cun cadres have great differences in the distribution of power and responsibility of system setting and operation logic.The system of bao cun cadres has the characteristics of cross-level,which helps to guide and support rural work,and helps to increase the mandatory power of the state.And lian cun cadres make the state power extend to the grass-roots level continuously,in fact,improve the national basic power.The two types of resident village have their own advantages and disadvantages and complement each other to make up for the shortage of resources and governance capacity in rural areas.As a governance mechanism,the active intervention or withdrawal of cadres in villages is an important means for the country to strengthen the construction of grass-roots political power and maintain the rural social order.Its flexibility and elasticity objectively constitute an important part of the governance of resilient countries.Under the background of rural vitalization,we should further improve the operation mechanism of different forms of village cadre system,give better play to their advantages and jointly promote the sustainable development of rural areas.
