摘要
实现高效的乡村治理,构建和实施村规民约是一条重要途径。长期以来,作为村民约定俗成的非正式制度,村规民约深刻影响了广大乡土社会的行为道德规范,对维系和稳定当今中国农村社会秩序、推进农村民主自治、构建农村社会主义新风尚发挥着重要作用。面对村规民约“价值重大、问题较多”的现状,笔者以东南地区X村的人居环境治理为例,深入探析村规民约的现实发展困境,积极思考提升路径,以充分发挥村规民约在乡村治理中的积极作用。
To achieve efficient rural governance,the construction and implementation of village regulations is an important channel.For a long time,as an informal system established by villagers,village regulations have profoundly influenced the behavior and ethics of the vast rural society.They also play an important role in maintaining and stabilizing China’s rural social order,promoting rural democratic autonomy and building a new trend of rural socialism.Faced with the current situation of“great value and many problems”of village regulations,the author takes the residential environment governance of X village in southeast China as an example to deeply analyzes the practical development dilemma of village regulations,and actively considers the promotion path,so as to give full play to the positive role of village regulations in rural governance.
