摘要
在法治国家、法治政府、法治社会一体建设过程中,村规民约在乡村治理中具有积极的功能。贵州省锦屏县启蒙镇边沙村在环境卫生管理中制定《村寨文明卫生秩序公约》等村规民约,通过规范立治、民众主治、宣教助治、协同共治、重"脸"促治等,全面地运用村规民约进行环境卫生管理,通过村规民约进行乡村治理,在实现村民自治与政府治理、社会调节的良性互动方面产生了积极影响。
Village regulations play a positive function in rural governance in the process of an integral building of the state,the government and the society ruled by law.In the environmental sanitation management,the Biansha village in Guizhou province formulates the"Village Civilized Environmental Sanitation Order Convention"and other regulations that regulate the governance through cooperation of the rule,people,education and the face.The comprehensive use of village regulations in environmental sanitation management and the village governance through village regulations have a positive impact on the benign interactions in terms of villagers'autonomy,government governance and social adjustment.
