Based on the perspective of organizational learning and the grounded theory, this paper forms an exploratory case study on the process model of village poverty alleviation and prosperity. The model reveals the role mechanism played by party committees and governments, grassroot organizations, helping enterprises and farmers, and depicts the process of value co-creation of the village by integrating external forces and enhancing its own capabilities. This process reflects the realization of organizational learning mechanism, the action role of all relevant subjects, resource adjustment, ability improvement and value co-creation in the process of poverty alleviation and the prosperity of poor villages. The results show that individual and organizational learning can improve the organizational ability through“learning empowerment”,further stimulate the endogenous power of the sustainable development of farmers and promote the village to become a learning grassroot organization unit. The establishment of organizational learning mechanism promotes the coordination of the identity, and the integration of the tertiary industry and further improves the rural governance system. This paper provides new empirical evidence for establishing village-level learning mechanism, insisting on farmer-centered collaborative development and a value co-creation system under the background of rural revitalization rategies.
