摘要
聚焦运营阶段,为探究地下综合管廊PPP项目的影响因素并剖析各因素的相互作用与层级关系,对23篇文献资料和7个国内不同省市案例进行研究,初步识别出22类影响因素,进而通过问卷调查和半结构化访谈实现影响因素的筛选,确定19类影响因素。运用解释结构模型方法构建8个层级,挖掘各因素的相关关系,并根据模型结论给出相应建议。研究表明:19类影响因素之间作用层级较多,作用路径复杂。需结合项目实际背景,从根本影响因素出发,根据层级依次向上控制重要影响因素和直接影响因素,以实现地下综合管廊PPP项目的成功运营。
The purpose of this paper is to explore the influencing factors during the operation period of the utility tunnel PPP projects, and analyze the interaction and hierarchical relationships among various factors. First,this paper analyzes 23 pieces of literature and 7 cases, and then preliminarily identifies 22 categories of influencing factors. On this basis,the paper refines the influencing factors through questionnaire survey and semi-structured interviews, and 19 kinds of influencing factors are determined. Then,this paper uses the interpretive structure model method to construct 8 levels,excavates the correlation between various factors,and finally gives corresponding suggestions according to the results. The results shows that there are many action levels and complex action paths among the 19 influencing factors. To realize the successful operation of the utility tunnel PPP project,it is necessary to combine the actual background of the project,start from the fundamental influencing factors,and control the important influencing factors and direct influencing factors upward according to the level.
