摘要
随着城镇化进程的加快,城市管线的铺设问题成为当今关注的热点,政府开始大力推动城市地下综合管廊的建设。在综合管廊项目的建设中,投资难成为其发展的阻力。因此,各地政府积极通过PPP模式吸引社会资本参与综合管廊的建设。以安徽电网公司在合肥的某综合管廊项目为背景,介绍了PPP模式下城市地下综合管廊融资的因素,从全寿命周期成本的角度,分析不同模式下电网公司在综合管廊中铺设110k V电缆的情况。根据分析结果,针对电力管线通过PPP模式纳入地下综合管廊提出了相应的对策建议。
With rapid urbanization in China,the government pays much attention on the construction of pipelines in urban areas. Utility tunnels are therefore developed in large and medium-sized cities. The investment of utility tunnels is too huge, which impedes the development of utility tunnel projects. Therefore,public-private partnership(PPP)has been expected to attract social capitals to invest utility tunnels. This paper investigated a case of utility tunnel in Hefei, which is invested by Anhui power company. The critical factors of utility tunnel investment for PPP projects and life-cycle costs of 110 k V pavement in utility tunnel are analyzed. According to the results,a number of practical suggestions were proposed to improve the development of utility tunnels.
