摘要
构建科学合理的市县国土空间规划实施监测指标体系,是市县国土空间规划实施监测的核心问题。本文从国家政策文件、广东省相关规划和广东省区域差异三个角度出发,基于生命周期理论,构建包含实施条件、实施过程、实施结果、实施效果等四个层面,具有广东省特色的市县国土空间规划实施监测指标体系,为未来市县国土空间规划实现动态监测、科学评估和及时预警提供参考。
Establishing a scientific and reasonable indicator system is the core issue for monitoring the implementation of territorial planning at city and county level.From the perspectives of national policy documents,relevant planning of Guangdong Province,and regional differences in Guangdong Province,and based on the life cycle theory,this paper establishes an indicator system for monitoring the implementation of territorial planning at city and county level with characteristics of Guangdong Province.It includes four levels of implementation conditions,implementation process,implementation results,and implementation effects,to provide reference for dynamic monitoring,scientific evaluation,and timely early warning of territorial planning at city and county level in the future.
