摘要
国土空间规划实施评估是监督规划实施的必要手段,由于各地区的自然资源禀赋、社会经济发展的情况不同,需要结合地方实际进行创新实践,研究符合地方发展的指标体系。本文在国家基本指标体系评估基础上,结合湖北实际,针对现行指标体系的不足,采用文献资料法和比较分析法等,探索了面向规划分区和用途管制目标的监测评估预警指标体系构建技术,形成了具有地方特色的湖北省监测评估预警补充指标体系,以期为湖北省国土空间规划及实施监督管理工作提供参考。
The implement evaluation of territorial spatial planning is a necessary means to supervise the implementation of planning.Due to the differences in natural resource endowment and social and economic development in different regions,it is necessary to carry out innovative prac-tices based on local realities and study the index system in line with local development.Based on the evaluation of national basic index system,combined with the actual situation of Hubei Province,aiming at the shortcomings of current index system,we adopted the methods of literature and comparative analysis to explore the construction technology of monitoring,evaluation and warning index system for the planning area and the purpose control,and formed a supplementary index system of monitoring,assessment and warning for Hubei Province with local characteris-tics,which could provide reference for the territorial spatial planning,implementation,supervision and management of Hubei Province.
