摘要
面对国际国内新形势,强调供给侧结构性改革和需求侧改革,实现新发展格局,是国家顺应时代要求采取的全局性战略决策。新发展格局下的职业教育,首先需要解决的是职业教育供给侧与需求侧之间的结构性矛盾及其后续问题,包括有效供给不足和无效供给过剩、需求下降与需求外移等问题。解决问题的基本思路是:加强供给侧与需求侧互动反馈,促进供需良性互动,避免政策失灵;畅通供需反馈,把握新旧动能转换良机;捋顺供需调控,实现职业教育“双属统效”。发展策略是:需求侧与供给侧协同发展,优化职业教育结构;供需协同创新,促进职业教育融合发展;供需协同拉动,引领职业教育服务社会;供需协同共进,鼓励职业教育先行先试。
Facing the new international and domestic situation,emphasizing supply-side structural reform and demand-side reform to achieve a new development pattern is an overall strategic decision taken by the country in line with the requirements of the times.Under the new development pattern,it needs to solve the structural contradiction between the supply side and the demand side of vocational education and its follow-up problems,including insufficient and excessive effective supply of talent training,lagging supply of highquality skilled talents,rising demand for high-end industrial chain,declining demand for traditional skilled talents and outward migration of demand for medium and high-end skilled talents.In this case,the development strategy of coordinated development of demand side management and supply side reform is put forward under the solution of strengthening the interactive feedback between supply side and demand side.It means that supply and demand develop together and optimize the structure of vocational education;supply and demand coordinate innovation to promote the integrated development of vocational education;supply and demand pull together to lead vocational education to serve the society;supply and demand work together,and vocational education is encouraged to try first.
