摘要
在新冠疫情、中美贸易摩擦以及俄乌战争冲击的新形势下,如何做好江苏省的国际高层次人才的“引育用留”工作是一个新的问题。文章分析了目前日趋激烈的科技竞争新形势,指出了各国各地人才抢夺激烈,江苏仍处于人才流出状态,发达国家战略调整造成江苏省国际高层次科技人才短期内的脱钩现状以及传统政府主导工作模式难以适应新形势等问题及挑战;提出了创新人才管理模式,打造人才大数据平台、完善国际人才相关法律政策,形成“引育用留”工作体系、推进以用人主体为主导的引培方式,构建多元化的人才管理模式等建议。
Under the new situation of the COVID-19,Sino US trade friction and the impact of the Russian Ukrainian war,how to do a good job in the“attracting,cultivating,using and retaining”of international high-level talents in Jiangsu province is a new problem.This paper analyzes the new situation of the increasingly fierce competition in science and technology,and points out the problems and challenges,such as the fierce competition for talents from all over the world,Jiangsu is still in the state of talents outflow,the short-term decoupling of international high-level scientific and technological talents in Jiangsu province caused by the strategic adjustment of developed countries,and the difficulty of the traditional government led work model in adapting to the new situation.It puts forward some suggestions,such as innovating the talent management mode,creating a talent big data platform,improving the relevant laws and policies of international talents,forming the“attracting,cultivating,using and retaining”work system,promoting the introduction and training mode dominated by the employer,and building a diversified talent management mode.
