美国选择性教师资格认证政策溯源——基于专业社会学中国家与专业关系的视角 被引量:1

The Origin of Alternative Teacher Certification Policy in America——Based on the Perspective of State-Profession Relationship in the Sociology of the Professions

摘要 基于专业社会学中国家与专业关系的视角,新泽西州选择性教师资格认证政策的出台源于教师教育专业化进程中,国家与专业关系的流变。在专业中心主义下,大学中的教师教育者通过掌控专业知识和教师资格认证,形成了受国家保护的专业垄断和社会封闭。然而,在二十世纪八十年代,伴随着州内税制改革、公众对教师教育质量的批判以及谋求选票的政治需求,国家试图重塑教师教育专业边界。州政府通过博弈与妥协等策略,推进了国家中心主义的新政策出台。国家通过引入其他教师培养主体,扩充了原有的教师教育专业边界,使之成为一个松散多孔的弹性空间。选择性教师资格认证政策的出台,本质上是一种国家主导的“去专业化的专业化”策略,即在教师教育专业内部创设专业分层以及不同的组织形态,从而使国家的政治效益和经济收入最大化。 Based on the perspective of state-profession relationship in the sociology of professions, New Jersey’s alternative teacher certification policy stems from the changes in the relationship between the state and the profession in the process of teacher education professionalization. Under professional centralism, teacher educators in universities have formed a professional monopoly and social closure by controlling professional knowledge and teacher certification. However, in the 1980 s, with state tax reform, public criticism of the quality of teacher education and political demands for votes, the state attempted to reshape the boundaries of the teacher education profession. The state government introduced state-centrism policies through strategies such as games and compromises. The state has expanded the original professional boundary of teacher education by introducing other teacher training subjects, which made it a loose and porous elastic area. The introduction of the alternative teacher certification policy is essentially a state strategy of “deprofessional professionalization”. To creating stratification and different organizational forms within the teacher education profession, state can maximize its revenue and political achievements.
