基于服务水平的高速公路改扩建时机决策方法 被引量:3

摘要 为克服高速公路改扩建时机决策的传统服务水平法只考虑项目路服务水平和指标阈值不统一的缺陷,提出了改进的基于服务水平的高速公路改扩建时机决策方法.该方法考虑项目路施工前和施工期饱和度、受流路交通容差,并确定相应指标的统一阈值,建立了高速公路改扩建时机决策模型,确定了最优改扩建时机.以柳南高速为实例,结果表明:柳南高速最佳改扩建时机为2013年;传统服务水平法的计算结果为2015年,此时施工期和受流路服务水平不满足规范要求,与传统服务水平法相比,该方法的项目路施工前饱和度下降20.5%、施工期饱和度下降21.1%、受流路饱和度下降30.1%,均满足规范要求.可见增加考虑受流路服务水平的改扩建时机决策方法结果更优,可兼顾高速公路改扩建时期项目路及受流路的服务水平,减小改扩建工程的社会影响. In order to overcome the defect that the traditional service level method only considers the service level of the project road and the index threshold is not uniform,an improved service level-based decision method for the opportunity of expressway reconstruction and extension was proposed.Considering the saturation of the project road before and during construction and the traffic tolerance of the receiving road,the unified threshold of the corresponding indicators was determined.The decision-making model of expressway reconstruction and expansion opportunity was established,and the optimal reconstruction and expansion opportunity was determined.The example analysis results of Liunan Expressway show that the best time for reconstruction and expansion of Liunan Expressway is in 2013,while the calculation result of traditional service level method is in 2015.The construction period and the service level of the receiving channel calculated by the traditional service level method do not meet the specification requirements.Compared with the traditional service level method,the saturation of the project road before construction,during construction,and the saturation of the receiving road decreased by 20.5%,21.1%and 30.1%,respectively,which meets the specification requirements.It can be seen that increasing the decision-making method for the opportunity of reconstruction and extension considering the service level of the receiving road is better,which can give consideration to the service level of the project road and the receiving road during the reconstruction and extension of the expressway,and reduce the social impact of the reconstruction and extension project.
