摘要
高质量发展背景下,单一的安全管理方式和传统安全管控手段制约着高速公路改扩建工程安全管理效率与质量,改扩建工程应以新模式、新技术驱动安全管理质量变革、效率变革、动力变革。紧扣高质量发展主题,围绕建设交通强国、“平安百年品质工程”的建设目标,以中江高速公路改扩建工程为依托,探索适合大湾区城镇化互通密集型高速公路改扩建工程的安全管理模式与安全管控技术,解决交通运行和施工作业安全管理存在的交通组织难度大、安全管控任务重、通航安全管理难、气象灾害风险高等问题,推动改扩建安全管理与技术高质量发展,为后续改扩建工程提供借鉴参考。
Under the background of High Quality Development,the efficiency and quality of safety management in reconstruction and expansion projects have been constrained by a single safety management method and traditional control measures.To drive a transformation in safety management quality,efficiency,and motivation,new models and technologies should be employed in reconstruction and expansion projects.Being focused on the theme of High Quality Development,with the goal of building a strong transportation country and achieving a“safe hundred-year quality project”,taking Zhongjiang Expressway Reconstruction and Expansion Project as an example,a safety management mode and control technologies suitable for densely interconnected highways in the Greater Bay Areahave been explored.The aim is to address difficulties in traffic organization,heavy safety control tasks,aviation safety management challenges,high meteorological disaster risks and other issues.By promoting High Quality Development in safety management and technology for expansion projects,valuable reference for future endeavorshas beenprovided.
