摘要
结合取消省界收费站后全国高速公路“一张网”运行背景,就当前我国众多中小型运营企业发展战略的选择问题,提出了一种基于SWOT-AHP模型的综合性决策方法.通过对中小型高速公路运营企业内部环境优势、劣势分析和外部环境机遇、风险分析,建立中小型高速公路运营企业发展战略评价指标体系,提出利用AHP分析法进行企业发展战略量化评价,并以某中小型高速公路运营企业进行实例分析.研究发现,取消省界收费站后企业宜重点采用SO型战略,同时以WO型战略予以补充,以推动企业的高质量发展,该方法具有一定的可行性,可为同类企业发展战略决策提供借鉴.
Considering the operation background of the‘one network’of national expressways after the cancellation of provincial toll gates,this research proposed a comprehensive decision-making method based on the SWOT-AHP model with regard to the selection of the development strategies of small and medium-sized enterprises in China.By analyzing the advantages and disadvantages of the internal environment and the opportunities and risks of the external environment of small and medium-sized expressway operation enterprises,this research established the development strategy evaluation index system for small and medium-sized expressway operation enterprises.The AHP analysis method was employed to evaluate different development strategies.An empirical study was conducted using a small and medium-sized highway operation enterprise.The study results recommended that enterprises should focus on adopting SO strategy and supplemented by WO strategy to promote the high-quality development of enterprises.The proposed method was proven to be feasible to some extent,and could provide a scientific reference for the development decision-making of similar enterprises.
