摘要
党的十九届五中全会提出要建设社会治理共同体,实现政府治理与社会调节、居民自治良性互动。社区是社会的基本组成元素,是构成社会的基本单元,是政府治理与社会自治的交互场域。新型社会治理格局的建构需要社区层面的实践呈现,而社区治理共同体是政府行政治理与社区自组织、自治理共同作用的产物,并主要关涉地方政府、社区居委会和社区社会组织三大主体。研究发现,N区政府通过“三事分流”的制度创新,让渡地方政府的社区治权进行“全能型政府”治理格局的自我解构,并提供相应的支持性资源;N社区居委会则在政府制度化的合法性支持下,通过微小公益路径的居民需求回应及资源整合视角下的社区社会组织培育、孵化和支持,实现与政府让治的功能对接与互补。N区政府让治转向与N社区结构化信任和治理主体资源整合的有机结合,为社会治理共同体理念提供了实践层面的正向反馈。
The Fifth Plenary Session of the 19th Central Committee of the CPC proposed to build a social governance community to realize the benign interaction between government governance, social regulation and residents’ autonomy.Community is the basic element of society, the basic unit of society, and the interactive field of government governance and social autonomy. The construction of the new social governance pattern needs the practice presentation at the community level, and the community governance community is the product of the joint action of government administrative governance, community self-organization and autonomy. The local government, community neighborhood committee, and community social organizations are mainly involved. It is found that the government of N district transfers the governing power to communities to self deconstruct the governance pattern of“omnipotent government”and provides corresponding supporting resources through the institutional innovation of“diversion of three issues”. The N community neighborhood committee, supported by the legitimacy of government institutionalization, realizes the functional docking and complementarity with the transfer of governance of government. This is achieved through the residents’ demand response in the path of micro public welfare and the cultivation, incubation and support of community social organizations from the perspective of resource integration. The transfer of governance of government in N district, and the organic combination of N community structured trust and resource integration of governance subjects provide positive feedback on the practical level for the concept of social governance community.
